In this way, strictly formal, its viability is rejected and it is understood as not presented.

It should be noted that the session began without the argument of the so-called “Previous question” that usually requests the defense in a constitutional prosecution process and that aims to refute the formal requirements for the presentation of the libel.

For this reason, the debate on the merits of the accusation proceeded to advance, for which the deputy Marcela Hernando (PR), representing the signatories of the accusation.

The opposition parliamentarian, along with lamenting that while some put their lives at risk to save others, criticized the Government showing greater concern to save the economy, taking actions that violated people’s rights.

After describing a chronology of the events, from when the virus was reported in China, through its evolution in the world, until it finally reached Chile, he questioned the decisions taken by the Government in said process and, particularly, options taken by the health authority.

“I am absolutely convinced that the minister did not fulfill his duty, did not respect anything or anyone, did what he wanted and privileged the economy over people’s health. And if I extend the 200 pages of the defense and one to build a large sheet, I will not be able to cover the bodies of the 17,000 deceased, ”Hernando declared.

Mañalich apologized to mayors

After the intervention of the radical deputy, it was the defense’s turn, in which Mañalich intervened first, highlighting the epidemiological challenge that the fight against Covid-19 has implied.
