The reform of the Carabineros continues to make people talk. The Government is doomed to move it forward and over the weekend reiterated its call to Congress to expedite the processing of several bills that are trapped and that seek to modernize the police.
During the week, President Sebastián Piñera met with the National Police Reform Commission, which is made up of the President of the Supreme Court, Guillermo Silva; the national prosecutor, Jorge Abbott; ministers and government authorities, in addition to the director of the INDH, Sergio Micco, and its purpose is to study the necessary reforms for the institution.
For security experts, one of the most relevant changes to concretely advance in a reformulation of the police is to separate the Special Forces from the Carabineros and for the institution to concern itself only with crime prevention and not with the control of public order. This was commented by the Security consultant, Sydney houston.
In the same line, Hugo Früling, director of the Institute of Public Affairs of the University of Chile, pointed out that it is essential to change the training system and strengthen the bond between officers and NCOs.
For her part, the director of Public Space, Lucia DammertHe criticized the Government for not clearly defining what type of reform it wants to make to the Carabineros and for rushing laws in Congress that in his opinion do not address the central issues of the police reform.
From Chile Vamos commented that there are three projects related to changes in the Carabineros and that today they are in Congress: the new Intelligence Law that is being processed in the Chamber, the law of specialization of the police -which is in the Senate – and the Arms Law, which is advancing in the Upper House in a joint Defense and Security commission.
