The former Spanish judge, Baltasar Garzón; The Chilean Commission on Human Rights (CChDH), in addition to various groups of jurists, sent a letter to the UN High Commissioner, Michelle Bachelet, so that send a mission of Human Rights observers for 10 days to the country.
This after the series of demonstrations that have been registered before it is fulfilled a year of the social outbreak and the holding of the plebiscite on October 25.
“As you know, the repression of the so-called ‘social outbreak’ has left a balance of thousands of detainees, hundreds of eye injuries and dozens of complaints of torture, including sexual assaults on women and girls, as well as deaths and disappearances, all of which have been documented by different Chilean and international agencies and organizations, including a delegation from the High Commissioner herself, ”the letter states.
The document continues to question the actions of the Carabineros since the social outbreak to date, noting that those responsible for leading the institution, in particular General Mario Rozas, maintain a policy “Of unrestricted support to his subordinates, generating a feeling of protection and favoring of human rights violations ”.
They even take as an example what happened last Friday, October 2, where a young man would have been pushed by a police officer into the Mapocho River, which they describe in the letter as a “Attempted homicide”.
Supervision from October 16 to 26
The signatories of the letter request a mission of human rights observers from October 16 to 26 of this year, to report, observe and supervise police action for 10 days.
“Prevention seems to be fundamental in the present case, as we have well-founded reasons to fear a new bloodshed in a country that was already brutally punished in dictatorship, as well as recently in the repression of protesters who demand a New Constitution, a social pact, truth, justice and above all dignity ”, the letter indicates.
