The Thirteenth Guarantee Court of Santiago decreed preventive detention for two carabineros charged with the crime of torture and total house arrest for a third for unlawful coercion, in events that occurred in the framework of the protests of the social outbreak last year.

The Eastern Metropolitan Prosecutor’s Office formalized the three uniformed men for their alleged responsibility in the harassment committed against four minors and two adults in the 43rd Police Station of Peñalolén, between the night of October 20, 2019 and the early morning of the next day.
At the hearing, the body showed audiovisual evidence in court, security cameras from the barracks, in which police beating detainees with sticks, first in a corridor, where the victims stood for more than an hour and faced a wall with their hands raised while they were mistreated.
In those facts one of the minors received a blow to the face and was left bleeding.
In images from another camera it is seen that inside a dungeon from the police station a official throws deterrent chemicals right in the face of one of the arrested adults.
“Were beaten and punished, as determined by the court, by these officials, with different types of blows inside the cells, and also using chemical elements, used as deterrents “, stated the prosecutor Miguel Ángel Orellana.
The Eastern Prosecutor’s Office reported after the hearing that the Guarantee Court accepted the request for preventive detention for two of the police accused of torture, considering them a “danger to the security of the State”, identified as Sebastián González and Juan Pablo Leiva.
This was determined by the judge Natacha Ruz at the hearing, when verifying that “they were inside a police station” when the events occurred and “Carabineros, as an agent of the State, have to respect human rights, therefore, the court agrees that the freedom of both defendants constitutes a danger to the security of the State. “
While the third, identified as Carlos Fuenzalida, accused of illegitimate constraints, was left with total house arrest, national roots and a ban on approaching the victims.
