The Constitution Commission of the Lower House will review five bills this Wednesday to allow special withdrawals from pension funds: for those who receive annuity; for those with terminal illnesses; to allow it in cases of alimony debts, and the most controversial, which allows you to get a second 10 percent of AFPs.
This last initiative, promoted by the deputy Pamela Jiles, has not generated the same support as the first in Parliament, but there are those who are willing to support it depending on the economic signals of the Government, as the president of the instance that will discuss it said, Matias Walker (DC).
“I don’t want the cost of the crisis to continue to be paid by workers, but What will we do when the last payment of the Basic Emergency Rent ends in October? The minimum is that this instrument can be renewed as long as the pandemic continues, “asked the parliamentarian.
For this reason, he alluded to the fact that he could change his position, because “we have seen what has been happening in Europe, this crisis is going to be much deeper and much longer than what the Government predicted. If the answers do not arrive in a timely manner from the Government, they will have to arrive again from the Congress“.
Meanwhile, the FRVS deputy Alejandra Sepulveda confirmed his party’s support for the project, because “the conditions in which the first withdrawal of 10 percent was withdrawn are exactly the same as we have today.”
“Therefore, we are going to support this second retreat as a Regionalist Green Social Federation, and we hope to have the votes the same as we had them a few weeks ago“, he specified.
From the right, a sector that largely supported the fund of the first initiative, there are those who are already demonstrating in favor, such as the RN Eduardo Duran, who recognized that “families are still in a very difficult situation economically and We see that the aid that the Government is giving is not entirely sufficient. Therefore, I am in reflection regarding a second withdrawal of some percentage of the funds of the AFPs “.
Experts warn of detriment to the pension system
The difficulty that this project would face now is that 1.8 million people have already withdrawn all their funds from the AFP with the original legislation, therefore, would not benefit affiliates with fewer resources, according to the Government already experts like Ann Katherine Clark, President of the Association of Social Security Advisors (AGAP).
“We understand that there are people who require liquidity today as a result of the pandemic, but we also think about the future concern of making people’s lives precarious if we continue with this of withdrawing our funds now, which is only benefiting the people who have the most, since the rest ran out of funds, “he said.
In that sense, he agreed with the parliamentarians who call the Executive to implement the corresponding solutions: “We believe that there are other ways to solve this. It is the responsibility of the State to resolve social issues with funds destined exclusively for it and not with pension funds “.
In parallel, In the Senate the pension reform could be unstacked with an eventual meeting between the Minister of Labor, María José Zaldívar, and the opposition parliamentarians, who seek to bring together positions particularly regarding the destination of the extra 6 percent of the contribution.
