The Office of the Comptroller General of the Republic issued a public statement to defend its “legal duty” to investigate the Carabineros, meeting the complaints of the police institution – backed by the Government – after the charges that the control body made against senior leaders uniformed for their administrative responsibility during the social outbreak.
The statement of the body headed by Jorge Bermúdez states that the Comptroller’s Office “has not referred to and will not refer to the content of the disciplinary process initiated in the Carabineros de Chile because it is a procedure that was secret in its investigative stage and that today is reserved. that is to say, its content is only known by the prosecutor of the summary and by the officials to whom the charges were formulated ”.
Given the criticism that this procedure has aroused, the Comptroller’s Office clarifies that “in relation to the events that took place on October 18, 2019 and until December 31 of the same year, the Comptroller General’s Office received 457 duly individualized complaints regarding the actions of the Carabineros of Chile, for which it was in the legal duty to act in the face of such complaints ”, thus dismissing the claim that the supervisory body was echoing anonymous complaints.
“The power of the Comptroller General’s Office to pursue administrative responsibilities in the Carabineros de Chile is based on article 98 of the Political Constitution of the Republic, which entrusts it with the control of the legality of the acts of the administration and on article 133 of Law 10,336 which maintains that the comptroller, or any other official of the Comptroller’s Office specially empowered by him, may order, when he deems it necessary, the instruction of administrative summaries, ”he states in another paragraph of the statement.
The Comptroller also adds that the entire process was duly informed. Thus, it states that on January 30 she reported the issue to the Inter-American Commission on Human Rights “due to a consultation formulated by this international organization.” But he also stresses that the existence of the disciplinary procedure initiated in the Carabineros “was informed to the general director of that institution (Mario Rozas) and to the director of Internal Audit of the same through official letter number 6,142 of March 12, 2020, in which it was stated that the facts reported to the Comptroller General implied ‘determining possible administrative responsibilities that could affect the superiors and personnel of the Chilean police’ ”.
Immediately afterwards, the Comptroller’s Office specifies that the summary procedure aims to establish the “possible administrative responsibility of public officials in the event of the violation of legal and statutory duties and, if applicable, end the application of sanctions based on a rational and fair process”.
It should be remembered that those investigated by the control entity are Inspector General Ricardo Yáñez Reveco, current National Director of Order and Security; Inspector General Jorge Valenzuela Hernández, National Director of Support for Police Operations; Mauricio Rodríguez Rodríguez, Head of the Metropolitan Area; Enrique Bassaletti Riess, Head of the Santiago East Zone; Enrique Monrás Álvarez, Santiago Oeste Zone Manager; Hugo Zenteno Vásquez, Chief V Zone Valparaíso; and Jean Camus Dávila, Director of Logistics. Yesterday, the defense of the generals described as “illegal” the presentation of charges by the Comptroller’s Office and asked to suspend the process.

This morning, in a joint statement with the general director of the Carabineros, Mario Rozas, the Minister of the Interior, Víctor Pérez, again supported the institution after the charges of the Comptroller’s Office and said he was “sure that the charges are going to be distorted.”
“The Government has been extraordinarily clear in this situation, we have supported the Carabineros action. I believe that the current high command has had to face an extraordinarily complex situation in the levels of violence, therefore, we believe that those actions that they developed are within the framework of the law, “said the chief of staff.
In turn, the uniformed police chief thanked “the support of the government authority, thanked the support of the community, good people.” In passing, he sent a message to critics of the actions of the uniformed police, noting that “in recent times there are many police strategists. Therefore, that undermines what we are developing ”.
