The director of the National Institute of Human Rights, Sergio Micco, accused the undersecretary of the Interior, Juan Francisco Galli, of “being untrue” after he stated that the INDH urged victims of human rights violations to reject the approaches of the Carabineros and the Government.
It was this Saturday, questioned about it, that Galli affirmed that “The INDH itself recommended that the victims not make contact with the Carabineros nor do they provide information to the Carabineros and that is why the administrative proceedings have not been able to have such information “.
He argued that the same happened with “some government authorities who wanted to make contact with the victims, well, it was their own lawyers who prevented or recommended the inconvenience of that contact for different reasons.”
“The will of the government always exists, but obviously we do not want to cause inconveniences,” he defended.
In this regard, Micco denied these accusations stating that the INDH referred to the issue through an official letter addressed to the Carabineros, arguing that it is not convenient for police officials to approach the victims in the framework of the investigations that were being carried out, in order not to revictimize them.
“This is deeply false”, argued regarding Galli’s sayings, adding that “what the Institute did was, through a letter sent to the Carabineros, that is, through a formal and public act, to point out (…) that it was not convenient for the police to bring the victims closer within the framework of the investigations that were being carried out by these state agents ”.

This has “a very simple reason: because this is a form of re-victimization,” he stated. For this reason, they urged to coordinate the interviews necessary for their internal investigations through the Public Ministry.
From the INDH they highlighted that what was said is evident in official letter No. 950, of November 25, 2019, which states that “although this Institute understands the relevance of the internal investigations carried out by the Carabineros de Chile regarding the cases in which possible human rights violations are denounced, in order to avoid the re-victimization of the affected persons, We suggest that the coordination to obtain the declaration of the victims be coordinated with the Public Ministry ”.
In a statement, they insisted that “that is, through this path, the institution was perfectly able to achieve effective results in its internal investigations.
