It was a missile that was not on the radar. On Thursday, when Carabineros and La Moneda were working on security preparations for the new commemoration of September 11, Seven generals from the High Command of the uniformed police began to be notified by the Comptroller’s Office that they had been charged for possible irregularities of police personnel in the control of public order, during the social crisis.
The officers notified by the Comptroller’s Office were Generals Ricardo Yáñez, third in command and National Chief of Order and Security; Jorge Valenzuela, National Director of Support for Police Operations; Mauricio Rodríguez, head of the Metropolitan Area; Enrique Bassaletti, head of the Santiago East Zone; Enrique Monrás, head of the Santiago Oeste Zone; Hugo Zenteno, head of the Valparaíso Zone; and Jean Camus, Director of Logistics.
And although the notification process occurred on Thursday, the annoyance was felt in the Carabineros after the news was published on Radio BioBio. In the government, the performance of the Comptroller’s Office, sources from the Executive indicated, was not received with good eyes either.
The first concrete action was taken by the general director of the uniformed police, Mario Rozas. He cited the seven generals and, according to sources present at the appointment, indicated that the action of the controlling entity was “regrettable” and “harmful”. Likewise, the police chief would have indicated phrases along the lines of which actions of this category would seek to inhibit police action.

Those close to Rozas indicated that the general’s annoyance occurs due to three factors: the first is that it is a summary originated from anonymous complaints to the Comptroller’s Office for acts that, according to the police and La Moneda, have nothing to do with the generals’ own decisions; The second, they explain, is that the charges arrive the same day that more than 3,500 carabinieri have to go out to contain disorder by the 11 of September, and less than 40 days to face an anniversary of October 18; and third, that they do not share the criterion on “command responsibility”.
The Minister of the Interior, Victor Perez, also chose to publicly support the uniformed police. Consulted, he indicated that “the Comptroller’s Office makes thousands of summaries and these have different stages (…) We are struck by the fact that they arise from anonymous complaints or complaints from people who have been permanently questioning the action of the Carabineros. Now, we are absolutely sure that the Carabineros has used all the mechanisms established by law ”.
Those who know the procedure carried out by the Comptroller’s Office – and that it is still open – comment that the supervisory body received various complaints from individuals, parliamentarians and human rights organizations, after which it was decided to initiate a summary to determine administrative responsibilities for the eventual breach of the protocols for the use of force to disperse protesters.
What remains in the process are the Carabineros discharges, by the seven accused generals. After that, these will be analyzed by the Comptroller’s Office and, if the accusations are maintained, the sanction of the officers will be suggested, which will be presented as a “proposal” to General Rozas and President Sebastián Piñera.
