“It’s immoral”: 19 senators “slam” the postponement of the election of regional governors | National

“No to the postponement of the election of regional governors,” is the slogan of regionalist senators who oppose the government’s position to postpone the date of the electoral process that seeks to elect the new regional authority, agreed for April next year.

A group of 19 pro-region senators, with a transversal political domicile, signed a public declaration for this purpose, which will be made official this Wednesday morning at the Congress in Valparaíso.

The objective is that the letter is read at the beginning of the session of the mixed commission, where the proposal of the Executive should be entered, which is an instance chaired by the former secretary and today senator UDI Claudio alvarado, who must vocalize each written point of discontent wielded by twenty or so of his peers.

The above, with the presence of the minister Christian moncekeberg, who has the responsibility of presenting the Government’s indications, which also contemplate lifting the inabilities for ministers, undersecretaries, mayors, deputies, senators so that they can opt for elections in which, mainly due to deadlines, they are limited to run.

In this way, the Executive will be left without a floor to obtain approval of the proposal, which, due to its constitutional reform status, requires the approval of three fifths of the Senate, endorsement that, apparently, will not add.

The reaction of the regionalist bench of the Upper House arises after the Executive sent last Friday a proposal to Parliament to postpone said electoral process until the end of next year, with the idea that it could be carried out at the same time as the presidential, parliamentary and regional councilors election.

Leading the offensive

“I am going to say it with all its letters, I am not available for any postponement of the election of regional governors, as the Government is insinuating,” said the regionalist senator from Renovación Nacional (RN), Francisco Chahuán, one of the signatories of the declaration with addressee in La Moneda.

“It’s more, the Government risks a new defeat in Congress because he does not have the votes, ”added Chahuán in direct reference to the hard setbacks suffered by the Government in the processing of the partial withdrawal of pension funds a few weeks ago.

Meanwhile, the senator Alejandro Guillier, president of the regionalist bench of the Upper House, pointed out that “once again the government offers senators and deputies who have interests, because the law prohibits them from running for a new re-election, to negotiate and lift inhibitions and thereby postpone the regionalizing process. Is immoral and a betrayal of the government to the regions ”.

“We are available to approve the Short Law sent by all sectors and we are willing to remove the Regional Revenue law in the shortest time. The Government has all the time to stop deceiving the agent or she will fall into breach of her duties and that is grounds for dismissal, ”added the former president.

The declaration

Regarding the content of the letter, it details that the signatory senators reiterate once again that their votes are not available to postpone the election of regional governors, which according to current laws and regulations will be held on April 21, 2021.

“This Monday, September 7, several of the Senators of the regionalist bench held a meeting with the Comptroller General of the Republic, Jorge Bermudez, who detailed to us the different degrees of progress of the administrative measures regulated by Law 21,074, and in particular the seven Regulations that said legal norm contemplates, since its publication 30 months ago ”, says the letter.

They add that the congressmen reiterate their willingness to collaborate with the specific proposals of the Technical Table, which the Government previously convened, the results of which were delivered in October last year, and in bills presented in Congress, together with meetings and formal proposals that the same pro-regions bench has handed over to different ministers of the Interior and Finance of the Piñera government, to advance in the implementation of the new regional institutional framework, in the transfer of powers and in a Regional Revenue Law.

“We express, as we have done time and again, our total willingness to pass all the laws that need to be passed in favor of the ongoing regionalization and decentralization process. And we encourage the Government of President Piñera to present and process as soon as possible the regulations and laws that are unfortunately pending, ”the letter states.

“We are convinced that the empowerment process of regional governments should be triggered now. a new postponement of the decentralization process is not possible, which will do the country good ”, closes the public statement.

The letter is signed by: Senators Adriana Muñoz (PPD), Ximena Rincón (DC), Carolina Goic (DC), Isabel Allende (PS), Ximena Ordenes (PPD), Marcela Sabat (RN), in addition to Senators Jorge Pizarro ( DC), Ricardo Lagos (PPD), José Miguel Insulza (PS) Jorge Soria (PPD), Francisco Huenchumilla (DC), Juan Castro (RN), Juan Ignacio Latorre (RD), Alfonso De Urresti (PS), Manuel José Ossandón (RN), Felipe Harboe (PPD), along with the already named Guillier and Chahuán.

Various reactions against the proposal from regions were added to the public statement of the parliamentarians, such as Corbiobío in Concepción, which this Monday carried out an activity with regionalist parliamentarians who were asked to activate an offensive against postponing the aforementioned election, and also other regionalist actors in the country, such as Decentralized Chile that this Tuesday he published an open letter in rejection of the same on social networks.
