However, not even 24 hours passed and Bellolio said today on Pauta radio that “If 10 people live in a house, up to 15 people could get together”. In this context, the Secretary of State acknowledged that communication errors have been made and affirmed that “Sometimes we have too much data and we make mistakes”.
To Bellolio’s corrections were also added the clarifying messages from the Minsal social networks, which stated that “on National Holidays, you can meet with a maximum of five additional people who live ”. Meanwhile, in an almost parallel way, Paris himself explained his sayings on Radio Biobío and acknowledged his mistake. “I accept the confusion, I am human and I have the right and I can be confused. The cross statements are not the only corrections that the Executive has had to make regarding the plan designed to face this September 18. Over the weekend, they had to do the same with regard to the idea that in quarantined communes people could access six-hour permits to visit relatives or carry out activities, after criticism that even emerged from the ruling party itself. However, yesterday, after the meeting of the crisis committee for Covid-19, it was decided to back down.
Thus, La Moneda backed down in granting permits in 46 communes, which implies that the areas that are in Phase 1 of the “Step by Step” plan will no longer be able to apply for this authorization.
According to La Moneda, the idea that permits could be requested during National Holidays arose from an informal proposal from the Minsal advisory council. And, according to the same sources, there was consensus on the subject. Subsequently, the Minsal presented it to the crisis committee and there the final approval was given.
However, sources from the advisory council indicate that although a few weeks ago at a meeting of that instance the issue was addressed, it was raised by one of the permanent members of the Minsal, who proposed to grant permits on September 18. This, according to the same sources, It was a comment that did not remain in the minutes, which was made almost at the end of the meeting and in no case was it a suggestion formally emanated from that instance.
On the other hand, in La Moneda they point out that Minister Bellolio was only the manager of the name of the campaign, but that the content of the plan was from Minsal. However, the plan created a complication for the government, since it opened a flank with the ruling party itself and the criticism of experts and regional authorities.
In the government they recognize the communicational errors and admit the difficulties they have had in getting the plan known. In fact, the same day as the announcement of “Fondéate en tu casa”, the Executive had to send two explanatory documents so that the details could be understood.
Anyway, in Palacio they point out that on the day the idea of the plan was presented, the majority of the Covid-19 crisis committee agreed and there were not many complaints. However, official sources say that ministers like Bellolio warned that in critical communes it should not be possible to access permits.
Thus, last week the mayor of Biobío, Sergio Giacaman, and mayors like Claudio Radonich (RN, Punta Arenas) and Henry Campos (UDI, Talcahuano) questioned the measure, as well as the president of the UDI, Jacqueline van Rysselberghe. The latter, in fact, communicated on Friday with Paris, Bellolio and the undersecretary Paula Daza to tell them that it was wrong for people in quarantine to be able to access the permit. And although La Moneda ended up backing down, the plan has not yet convinced the ruling party.
“Because we are in a pandemic and events cannot be held, I think there should be sanitary cords everywhere and that people could not move from their homes,” Van Rysselberghe told The Third PM, adding that the plan “has been confusing.”
