If someone thought of La Moneda that it was a sign of strength to give a public “slap on the wrist” to the mayor of the Biobío Region, Sergio Giacamán for his objections to the plan “Fondéate en tu casa”, the truth is that he was half wrong to medium. The words of the spokesman Jaime Bellolio and Health Minister Enrique Paris ignited the spirits in the Eighth Region, without distinction of political colors.

One of the first to represent her annoyance was the president of the UDI, Jacqueline Van Rysselberghe, who once she heard the daily balance of Covid-19 where Giacaman was referred to, came out in support of the regional authority. “I’m going to call Jaime Bellolio, because I think they are making a mistake,” said the senator for the region.

“The Mayor is the representative of the president, not the Segpres or any ministry (…) what he did is do what corresponds, which is to tell Santiago that here it is a mistake in communes where there is quarantine to treat them the same as communes that maybe they are in a transition or stage 3 ″, indicated the president of the UDI.

The senator’s brother, Congressman Enrique van Rysselberghe, also sided with Giacaman. “As a deputy for the province of Concepción I want to ask my Government to please differentiate the communes and sectors with quarantine from the rest of the sectors of Chile with respect to the application of health policies for September 18,” said the union member of parliament in a video.

“We do not believe that here in our Biobío Region specifically the quarantined communes that it is prudent to relax the measures and apply the ‘Fondéate en tu casa’ program and I especially ask our Minister Enrique Paris and our President Sebastián Piñera to reconsider that action to be able to have a calm September 18 and that does not generate consequences that we have to regret in health matters “, he added.

From the municipal world, the mayor of Talcahuano, Henry Campos, also came out in support of Giacaman. “Today that you never have to support the regional authorities. What the mayor of the Biobío region has done has been to represent the will of the rest of the authorities in the region and also been able to represent the unions, ”he said.

The mayor UDI went further and pointed out that what happened with the controversial plan “reflects an exacerbated centralism in the decisions since unfortunately they do not consider the particular conditions that are occurring in the 7 quarantined communes of our region.”

As a sign of the transversal support for Giacaman, the support was added by German Acuña, president of the regional Medical College. “We lend him our full support, it is what as a Medical College we have been asking for months: that decisions be made in the territories by mayors and seremis. The mayor has the support of the Medical College in these requests for decentralization of decisions in order to avoid further infections in our area ”.

The aforementioned Giacaman gave a long-awaited press conference during the afternoon, where he maintained his criticisms of the Government’s National Holidays plan: “It would be incoherent to retract (…) it is my role to represent the reality of the region,” he said, discarding in passing resign your position.

Opponent “slap on the wrist”

The opposition joined in the reproaches to the central government. For Senator Alejandro Navarro (PRO) “Ministers Paris and Bellolio have given an order to Mayor Sergio Giacaman, that is, we have returned to colonial times when the Captaincy General of Chile was in Santiago.”

“The mayor Giacaman does not have to correct his statements, he has to confirm them, that is, the permits are a permissive and contradictory measure that will only increase infections,” explained the parliamentarian.

For this reason, Navarro stated that “we are going to support Mayor Sergio Giacaman, because he is on the right line of caring for the life and health of citizens (…) I think there has been an abuse here and I hope that whoever corrects his sayings is the Minister Paris and Minister Bellolio ”.

In turn, Deputy Manuel Monsalve (PS), representative of communes such as Lota, Lebu, Arauco, indicated that “the declarations of both good ministers regarding the Biobío region are completely irresponsible and from now on I want to tell you that I reject them. It seems that they do not realize what is happening in our region. Here there are a huge number of active cases, a large number of new cases reported today and the Government has failed in traceability ”.

“Most of the communes in the province of Concepción have under 50% traceability and we see the ministers generating controversy that they do not help the inhabitants of the Biobío region”, he added.

Meanwhile, the only candidate for regional governor for the Broad Front, Esteban Guzmán Rioseco (PL), gave his support to the mayor. “It hurts to see how Chile is still a highly centralized country where decisions are imposed with arrogance. In this past, all the support for Mayor @sgiacamang, it is everyone’s task to defend and put respect for identity and reality at the highest level. regional “Guzmán wrote on his Twitter account.

Social Board of the Biobío Region

In the debate the Social Board of the Biobío Region also entered with a statement of support for the mayor and a call to the Government “to assess and consider ideas and local determination.”

“The Government must take charge and assume its responsibility in case the pandemic gets out of control in the region,” they indicated, adding that the signals sent from Santiago are “contradictory and confusing.”

The signatories warned about the danger of decreeing relaxation measures in the midst of the total quarantine in several communes in the area during the National Holidays, “since the figures during the last weeks (more than 1,200 infected people, 14 deaths and the increase in active cases that exceed 2,200 people) are an imminent risk for the population ”.

The Biobío Social Board is made up of the rectors of the Universities of Concepción and Católica de la Santísima Concepción, the mayors of Talcahuano and San Pedro de la Paz, ASEXMA Biobío, ASIPES, Medical College, Los Angeles Chamber of Commerce, and FENASENF Biobío.
