President Sebastián Piñera established “extreme urgency” to the bill that seeks to strengthen and modernize the State Intelligence System (SIE) made up -among others- of the ANI and representatives of the Armed Forces, Police and PDI.
Through a message sent to the Chamber of Deputies, the President asked to give priority to the initiative so that it can be discussed in the coming days and thus endow the National Intelligence Agency (ANI) with new powers.
“In practice, it means that Chileans will be more protected against external and internal threats that threaten the security of the country and affect social peace, “said Defense Minister Alberto Espina after the project’s last vote in late January.
“If we had had a modern intelligence system, the acts of violence that occurred in the month of October (2019) could have been prevented,” said the secretary of state.
Specifically, the idea seeks create an Intelligence Advisory Council to advise the President, an instance that will be made up of the minister and undersecretary of the Interior, in addition to the head of National Defense.
It also seeks design the National Intelligence Strategy, that contains the strategic objectives of the State. The guidelines will be prepared every four years by the director of the ANI, with the acquiescence of the ministers of the Interior and Public Security and National Defense; and must be approved by the President of the Republic.
It will also allow create the position of deputy director of the ANI, who will be the second authority of the organism and would incorporate into the SIE new organisms and institutions related to preventive intelligence work and stimulate the competencies of the personnel in charge of it.
It also seeks to increase the capacity to produce intelligence by all the actors included and to make a collaborative model mandatory that sanctions non-compliance with the duty to contribute information to the system and violation of your secret.
