New rules are released

Under the new regulations established in the MP, the aid will only be paid to families with a total income of up to three minimum monthly wages (R $ 3,300) and whose income per person is less than half the minimum wage (R $ 550) .

According to the Union, the benefit should reach 45.6 million families. In the case of those registered in Bolsa Família, the payment will obey the higher value between the two benefits.

MP 1,039 of March 18 establishes the groups that will not receive the benefit. They are the ones who:

  • I – have an active formal employment relationship;
  • II – you are receiving financial resources from a social security, welfare or labor benefit or from a federal income transfer program, except salary allowances and Bolsa Família;
  • III – have monthly per capita family income above half the minimum wage;
  • IV – is a family member with a monthly income greater than three minimum wages;
  • V – be a resident abroad, in the manner established by the regulations;
  • VI – In 2019, you received taxable income higher than R $ 28,559.70;
  • VII – had, as of December 31, 2019, possession or ownership of goods or rights, including vacant land, with a total value greater than R $ 300,000.00;
  • VIII – in 2019, you received exempt, non-taxable or taxed income exclusively at source, the amount of which was greater than R $ 40,000.00;
  • IX – has been included, in 2019, as a dependent of the Individual Income Tax declarant with the condition that: a) spouse; b) partner with whom the taxpayer has a child or with whom he has lived for more than five years; c) a son or stepchild under the age of 21 or under the age of 24 who is enrolled in an institution of higher education or secondary technical education;
  • X – you are incarcerated in a closed regime or receive incarceration assistance;
  • XI – is under 18 years of age, except in the case of adolescent mothers;
  • XII – has a CPF linked, as an institution, to the granting of a pension for death of any nature;
  • XIII – cancel Emergency Aid when assessing eligibility for Emergency Aid 2021;
  • XIV – has not moved the 2020 aid amounts in digital savings;
  • XV – whether intern, medical resident or multi-professional resident, beneficiary of a scholarship from the Coordination for the Improvement of Higher Education Personnel – Capes, scholarships from the National Council for Scientific and Technological Development – CNPq or other scholarships granted by a municipal public body, state, district, or federal.

The measure also clarified that the new aid will have about 45 million beneficiaries, involving:

  • Bolsa Família: 10.6 million;
  • Registered in the Single Registry: 6.3 million;
  • Subscribers via program website / app: 28.6 million people

Caixa Econômica Federal has not yet published the aid payment schedule, but it is known that the transfer will follow last year’s model, through Caixa Tem.

The Institution also asks the beneficiaries who are entitled to the new emergency aid to update their data on the Caixa Tem platform. The update is not mandatory, but it is called a security measure to prevent fraud.
