Germany should gradually return to normal. That emerged yesterday from several drafts for the crown summit of the federal and state governments. According to media reports, the plans include cautious easing. Depending on the incidence values, regional opening steps are also possible. The video conference between Chancellor Angela Merkel and the prime minister went on until late at night.
Basically, the confinement should last until March 28 and gradually holes are being made. There could be more contacts as of March 8. Specifically, the possibility of private meetings with friends, family and acquaintances will be expanded: then private meetings of the home with another home are possible: a maximum of five people, children up to 14 years do not count. However, if the incidence of seven days per 100,000 population increases to more than 100 in three consecutive days, the old restrictions would apply again: one household plus one person.
The opening of elementary schools and nurseries, as well as hairdressing salons, is considered the first opening step. The second refers to bookstores, florists, and garden centers across the country. Proper hygiene concepts and the corresponding number of clients are required. According to the draft resolution, service companies close to the body could also open with hygiene concepts, as long as tests are carried out.
Regional opening steps
In step three, more openings are possible in the federal states. With a stable incidence of seven days below 35 in a region or country, retail stores, museums, galleries, zoos, botanical gardens and memorials can be opened. Non-contact outdoor sports should be possible again. Facilities are also possible for regions that are stable below a seven-day incidence out of 100.
The fourth opening step should take place if the seven-day incidence has not worsened for 14 days after the third opening step: then they could open outdoor restaurants, theaters and cinemas, non-contact indoor sports and contact sports outdoors would also be allowed again.
If the seven-day incidence does not worsen and remains stable below 35 for two weeks, the proposed resolutions foresee new opportunities. This includes outdoor events with up to 50 people and indoor contact sports.
