Number of people allowed in events and celebrations.
For indoor events with no assigned seating, six adults are allowed (instead of the ten above). For non-seating outdoor events, the limit is twelve adults (previously 100). In addition, six underage children are allowed.
This rule applies to all gatherings, including private parties, outside your own living space, for example also for Christmas parties, weddings and birthday parties. Scheduled meetings in the park and during recreational sports are also covered by these maximum limits.
There is an exception for funerals, here a maximum of 100 participants (previously 500) is allowed.
The novelty is that for each event with more than six or twelve people, a report must be made to the health authorities, the authorization requirement remains with 250 participants.
De facto exempt from the restrictions, that is, it is not controlled by the police, are the meetings in private homes. Here, of course, the appeal is also to reduce social contacts as much as possible.
New rules for big events
At large organized events, a maximum of 1,000 people (previously 1,500) are allowed inside and a maximum of 1,500 people (previously 3,000) outside.
Opera houses, theaters and football fields are also affected, for example the Bundesliga.
It is also prohibited to serve food and drinks. The only exceptions to this are events lasting more than three hours.
Distance back duty
Again, it is mandatory to maintain a distance of one meter in public space. Since the end of July, the subway rule (“baby elephant”) existed only as a recommendation.
The novelty is that mouth and nose protection must also be worn when entering all closed public access rooms; this applies, for example, when entering an underground passage.
When playing sports, the distance must now be maintained again, apart from contact sports and when overtaking runners, for example.
People who live together in the same household are excluded from the one meter rule, as well as people who only live in the same household temporarily (for example, couples or parents who have shared children). The rule also does not apply to groups of up to six people (plus a maximum of six minor children).
Caregivers of people with disabilities are also excluded.
In many other areas, the subway rule still applies. This is prescribed in public transport (“if possible”), in all customer areas, in all professional activities, in gastronomy (as opposed to those who do not belong to their own group of visitors) and in catering establishments. accommodation in general access areas.
You should also maintain a distance of one meter from other people at all events, when practicing religion, and at extracurricular events (such as holiday camps).
Extended mask requirement, visors before shutdown
The use of a face mask (MNS mask) is mandatory in almost all indoor public access areas and also at numerous outdoor events.
The novelty is that the MNS obligation now also applies explicitly in metro stations, on platforms, at stops, at train stations and at airports.
Face and chin visors are prohibited. There is a short transition period until November 7; thereafter, only adjusted mouth and nose protection is allowed.
The mask must now be worn continuously at all events with an assigned seat (with more than six people inside and more than twelve outside). This also applies, for example, to visits to the opera and the theater, where previously you could remove the mask from the square.
The ongoing requirement for MNS for indoor events is also new. In restaurants (apart from the seat), in schools outside its own class, in accommodation establishments (in the generally accessible indoor area), when visiting administrative authorities and administrative courts, the mask requirement is still applies.
As before, such a protective mask must be used in public transport (including cable cars, airplanes, coaches, excursion boats).
The mask requirement also applies when shopping and for any customer contact service.
MNS protection should also be used when visiting nursing homes, swimming pools (in addition to wet rooms such as showers and swimming pools), sports facilities (except sports), in museums, exhibitions, libraries, archives and other recreational facilities in closed rooms.
Masks are still necessary in markets, both indoors and outdoors.
Anyone who cannot wear a mask for health reasons must have a medical certificate.
Consequences for gastronomy
In gastronomy, the general requirement to wear a mask is maintained, as usual, with the exception of the seat. Consumption is only allowed while sitting.
The novelty is that instead of the maximum limit of ten people per visiting group, only six adults and a maximum of six underage children can visit the restaurant together. An upper limit of twelve people (plus six children) applies in the outdoor dining area.
There is a new restriction on the consumption of alcoholic beverages: after curfew, they can no longer be consumed within 50 meters of a catering establishment; This also applies to gas station stores and bars.
The curfew is generally kept at midnight. However, individual federal states have advanced it. The obligation to register remains a matter of the country for now.
Choirs and bands
The new rules also put a significant restriction on amateur choirs and marching bands. The maximum number of six (inside) and twelve (outside) also applies to them. This means that you cannot practice at all or at most in small groups.
Professional music groups should develop a prevention plan. If there are more than 50 people (indoors) or more than 100 (outdoors), a Covid-19 officer must also be appointed.
Changes for nursing homes
The mask requirement also applies to residents of nursing homes, in general access areas, but not in the personal living area.
This obligation does not apply to reasons of health (including dementia) or disability.
Visitors and employees must wear a mask at all times.
Residents and employees should also be tested regularly.
In addition, a prevention concept should be developed to minimize the risk of infection in nursing homes, nursing homes and homes for the disabled. You must also specify the number of visitors, the frequency, the duration and the mandatory pre-registration of visits and health checks at the entrance. Visits as part of palliative and palliative care support, as well as to support critical life events, should be possible in any case.
Private living room
In the spring there was great uncertainty here due to government communications. This time it’s clear: There are definitely no restrictions on privacy, although the federal government is also pushing to minimize social contacts at home.
No squeeze in schools
Existing measures remain in effect in schools. The out-of-class mask requirement essentially applies here.
Homeschooling is only prescribed regionally, based on the color of the school traffic light.
Outdoor exercise is still preferred, singing only with a mask.
Valid from October 25
The strictest measures are in force from Sunday, October 25. There are transition periods for some measures.
