Current time on the topic: “Climate and mobility transition: rapid climate protection for Vienna” presented by the Greens

Vienna (OTS / RK) LAbg. Dipl.-Ing. Elisabeth Olischar, BSc (ÖVP) considered Peter Kraus’s (Greens) speech as one “that could have come from an opposition party.” Olischar criticized the fact that Vienna was “at the bottom of Austria in terms of numbers” when it comes to renewables. The city must “implement more in its own sphere of activity and act as a model”, for example, erecting photovoltaic systems in urban buildings. Viennese urban agriculture has “many facets” when it comes to climate protection, Olischar lacks a “commitment” on the part of the city government to the important role of urban agriculture in climate protection.

LAbg.Ing.Udo Guggenbichler, MSc (FPÖ) said his parliamentary group had already requested in 2012 to install solar panels on the roofs of new buildings for environmentally friendly electricity generation. The Greens voted against at the time. He found the required tree planting in the Naschmarkt parking lot to be “absurd” on the plateau above the Vienna River. Guggenbichler found that the ruling parties in Vienna, apart from election campaign times, refused because he was “the only one” who met with a representative from “Fridays for Future” to talk before the summer; Red-Green, however, would have rejected such a meeting.

LAbg. Mag. Josef Taucher (SPÖ) contradicted his previous FPÖ speaker, Guggenbichler. Vienna has been doing environmental policy “for decades”, as the city’s climate protection program (“KLIP”) shows. And “very good” there have been contacts with representatives of “Fridays for Future”, but there is “no obligation to inform the FPÖ with whom we met,” Taucher said. Effective climate protection is a program that should guarantee a good life for this and future generations, but this requires regulations and guidelines: “And these are decided here today”. The Viennese would not be interested in mere figures on CO2 savings, “But that a good life is still possible in Vienna,” said Taucher. “The city is well equipped with strong economic power and strong general interest services to steer climate protection development in the right direction,” he said. Many projects are and will continue to be implemented: thousands of tree plantations a year, the expansion of Sponge City, effective rainwater management, making Vienna a “smart, cool and smart city”.

LAbg. Dipl.-Ing. Dr. Stefan Gara (NEOS) reported that today, Friday, young people will take to the streets in the global climate strike, and these guys “are already much further away than politicians here.” Planting a “few trees”, a “few solar panels” Installing them on rooftops and re-regulating building regulations is not at all sufficient in the fight against climate change, these measures “are not game-changing”. “The fossil past is a relic that belongs to the Museum of Natural History. We have to get out of private transport.” with internal combustion engines, and the decisions that will get us there have to be made today, ”Gara said.

LAbg. Mag. Manfred Juraczka (ÖVP) described “raising the issue of the climate crisis” as an electoral campaign tactic, “because this time it is really about the economy.” Climate change must be countered “naturally”, but innovative concepts are lacking. He noted a lack of progressive ideas, especially among the Greens, rather Juraczka found a “pitiful moralization”. Many Viennese want to “enjoy consumption and experience diverse mobility,” Juraczka said, demanding “more tolerance and a distancing from the whole.”

LAbg. Dr. Jennifer Kickert (Greens) said the “drama” of the current situation has not yet reached the Vienna State Parliament. In California, for example, people could no longer breathe because huge areas of forest were on fire as a result of the climate crisis. “Of course” individual traffic should be restricted, this is a “logical consequence” of the current situation. In the fight against climate change, measures must also be taken in the building, heating and cooling of the city. An essential instrument for this is the city’s climate budget, which is an “excellent” method of converting city measurements into numbers and thus evaluating effects, Kickert says.

LAbg. Georg Fürnkranz (FPÖ) warned that “incorrect measures would increase the damage to society.” The climate crisis, like the Corona crisis, is about “sensible, objective and specific policy, not about causing panic.” The federal government misuses these two serious crises to enable other purposes such as “collecting personal data.”

LAbg. Erich Valentin (SPÖ) recalled that the climate budget and the Vienna Climate Council were based on an initiative by Mayor Michael Ludwig. According to the Climate Council, “a massive tightening of measures is necessary, but only with the participation of citizens.” The screws that need to be turned in the first place are mainly the future direction of traffic in the city and the way the apartments are heated. “The politicians have to make sure that the people of the city are well. Politicians will be measured by this, ”said Valentin.

Communication from the city council of the business group for social affairs, health and sport as well as the councilor for the business group for culture and science on the “Rothschild Foundation Expert Commission”

StR Peter Hacker (SPÖ) described the history of the Rothschild Foundation, dating back to the early 20th century. The foundation was established in 1907 by order of Nathaniel Freiherr von Rothschild for the indigent and nervous Viennese and was dissolved by the Nazi regime in 1939. In 1956 it was brought back to life by the city of Vienna and has been run by the administration ever since from the city of Vienna. In November 2019, Geoffrey Hoguet, a descendant of Nathaniel Freiherr von Rothschild, sued the city of Vienna. The lawsuit led to proceedings before the Hietzing District Court, which has yet to be decided. With the procedure, Hoguet wanted to ensure that the original constitution of the foundation would be applied again, that a board of trustees appointed by him should take over the administration of the foundation, and that sales of property by the foundation would be declared invalid. . A personal attempt at contact went unanswered. The city of Vienna feels bound by the will of the founder, that is, that a modern psychiatric hospital, today neurology, is available to all Viennese, regardless of their name. Hacker emphasized that “it is particularly important to him that in this delicate matter the historical development of the foundation is reviewed at the level of an independent expert.” Members of the independent commission would work through the development of the Rothschild Foundation, as well as the city’s activities in this case by the end of 2021.

StRin Mag. Veronica Kaup-Hasler (SPÖ) said that the commission’s appointment was “a good example of interdisciplinary cooperation and contemporary management.” All relevant documents and files would be made available “to the extent legally possible” to the commission, which was decided in the Landtag in March and met for the first time in early September. “Independent commissions already have a good tradition in Vienna, as shown by the commission’s examples on Viennese street names or Nazi-era honorary graves,” Kaup-Hasler said. Apart from that, the city of Vienna would continually research its history and conduct research on the provenance of art stolen during the Nazi era, “but this process will probably never be completely finished,” Kaup-Hasler said. “In any case, I am very pleased that we receive a scientific basis for our actions from this first-rate commission.”
