Approval of contracts for infrastructure measures in connection with construction projects at Muthgasse in District 19

Vienna (OTS / RK) GR DI Dr. Stefan Gara (NEOS) said: “This type of urban development contract is not transparent”, there are no “rules of the game”, so NEOS will not give its approval. But: With the new residential buildings and the move to Grätzl, children need safe ways to go to school. With an application, Gara requested the structural adaptation to make the road to primary school safe. In a second proposal, Gara addressed “urban heat islands”, named as examples the U2 Aspern or Leopold-Ungar-Platz terminal in Döbling, and called for “parks or a park-like design” for these locations in order to avoid overheating in summer.

GRin DI Elisabeth Olischar, BSc (ÖVP) recalled “the history of the planning area at Muthgasse”. You, Olischar, are concerned about the “good mix of uses” in that development area. With 5,000 new residents on 26 hectares, it is clear “that a school is needed there.” The fact that the city government did not see the need for there was a “massive planning error,” Olischar said. “Instead of building a new school in a planning area, the green spaces are destroyed; put something on it and it takes unsafe routes to school, ”said Olischar with harsh criticism.

GRin Barbara Novak, BA (SPÖ) replied: “Yes, Muthgasse is a really long project.” The property, especially the southern part, is a complex “conundrum” for everyone involved. Despite years of architectural competitions by the city and many participatory considerations, private owners have changed so often that reliable planning for the southern area will likely only be “possible in the next legislative period.” In any case, there will be “assisted living” facilities at Muthgasse 105-107, with more greenery and amenity, as well as “underpasses and walkways under the rail,” Novak said. “Most important”, however, is “affordable subsidized housing” in Grätzl and the district. Novak promised the “young people of Döblingen that we offer sheltered housing” so that they can remain in their home district; as well as a student dormitory with affordable housing and a multipurpose public sports center. Regarding the school in question: “I do not rule out that there will be a need in the coming years. But now and today there is no such need, ”said Novak, who recalled the expansion of the Grinzinger Strasse school, this was coordinated with all those involved, such as the parents’ representatives and the specialist department in the municipal administration. “It is simply not true that the SPÖ voted against the school’s location or an expansion,” Novak refused to object to criticism from the opposition. The SPÖ will “gladly accept” NEOS’s proposal to green the Prälat-Ungar-Platz.

GR Michael Eischer (FPÖ) called for “infrastructure measures” for the arrival area, where more than 5,000 new Döblingers will soon live. Instead of “building” the elementary school garden or playground at Grinzing School, the sealed area at Muthgasse would have to be “divided” and fitted out, Eischer demanded in a “reverse conclusion.” “But you are in a fair point of view because you do not want to change your plan,” accused Eischer of the city government. The “uncertainty” in the Muthgasse planning is reflected in the “uncertainty” of the corona pandemic. GRin Mag. Andrea Mautz-Leopold (SPÖ) praised the “close exchange between experts” in the city and the associations to make the safety net “even closer”. Vienna is working to expand protection against violence, for example through a fifth shelter for women.
