The Corona traffic light started with a yellow light in Vienna. These are the criteria on which this decision was made.
The corona pandemic in Austria has been measured using a traffic light since Friday. A 19-person expert committee will assess and determine the risk in each individual district and in each individual city week after week. In addition to Graz, Linz and the Kufstein district, the federal capital Vienna also started with a yellow traffic light (“medium risk”). But how the experts arrived at their assessment, they show in their report:

The evolution of the seven-day cumulative incidence in Vienna shows a slight reduction from around 50 to around 43 per 100,000 inhabitants. The Austrian average for the same period is 20 per 100,000 inhabitants. By the September 3 notification date, the origin of infection could be traced to 62 percent of newly identified cases in the 35 observed calendar week (August 24-30). At week 34, this was still possible in 66 percent of cases.
About 22 percent of the newly identified cases in Vienna are associated with stays abroad, while about a third of the cases were part of a local group. Foreign-related infections are divided into “sporadically imported” cases (7 percent) and “travel-related” cases (15 percent). Another 7 percent of corona cases could be identified in the federal capital through screening activity.
Low bed occupancy
“Normal beds and intensive care beds are very sparsely occupied, intensive care unit utilization is currently 2.3 percent,” according to the report. Across Austria, the use of intensive care beds is even lower (1.2 percent).
Testing activity has risen considerably in a weekly comparison, while the positive rate fell from 5.3 percent in week 34 to 2.5 percent (Austrian average: 2 percent) in week 35. The proportion of asymptomatic cases at week 35 was about 48 percent.
Mainly infected youth
Most of the new positives to the test were between the ages of 20 and 59. Of these, 15.5 percent were under the age of 20, 74.6 percent between 20 and 59, 6 percent between 60 and 74, and only 4.0 percent over 75 years. “There are almost no new cases in the field of hospital care and support.” the Commission concluded.

This is how it is evaluated
The data listed above are measured for the overall risk assessment using the following four criteria to obtain an assessment of spread risk (threat to public health) and systemic risk (risk of health care system overload):
➤ Transferability: The “number of cases in 7 days” (new cases that have occurred in the last 7 days), “incidence of 7 days” (new cases that have occurred during the last 7 days per 100,000 inhabitants), “number of new clusters in a calendar week. ” , “Number of districts with new cluster cases within a calendar week” and “Number of districts without cluster cases within a calendar week” are intended to help assess the epidemiological development of the spread of SARS-CoV2.
➤ Source search: The indicator “Cases with a clear source” shows the traceability of the chain of transmission as a result of the follow-up of cases and contacts. Here, the source of infection is differentiated and it is shown whether it was most likely a transmission abroad (travel-related transmission) or whether the source of infection was in Germany (local transmission chain).
➤ Means: Indicators are used here that show existing and required supply capabilities. They contain the current occupation of the intensive and normal care units, as well as the current utilization of existing hospital capacities.
➤ Tests: The indicators “tests per 100,000 population”, tests from the last 7 days and the positive rate (percentage of positive tests in all tests by region) allow statements about test activity and provide information on transmission events in the region respective. New-onset cases are also evaluated for their clinical manifestation of Sars CoV2 infection (symptomatic / asymptomatic).
Disagreement in the traffic light commission
The 19-person traffic light commission’s recommendation to classify Vienna as “medium risk” was apparently accepted by a majority despite votes to the contrary. Apparently, there was also no agreement between the representatives of politics and experts in the other cities. Every time a city was changed to yellow, it was a majority decision, as the report from the traffic light commission shows. However, all “green” evaluations were confirmed in unison.
