KwaZulu-Natal Premier Sihle Zikalala
- KZN Prime Minister Sihle Zikalala has reorganized two of his MECs into the KZN legislative executive.
- Finance MEC Ravi Pillay and Economic Development and Tourism and Environmental Affairs MEC Nomusa Dube-Ncube have negotiated portfolios.
- Zikalala said that the ANC should only be consulted on the changes.
KwaZulu-Natal Prime Minister Sihle Zikalala has reorganized two MECs, including the Ravi Pillay Finance MEC, in order to “speed up” service delivery.
Zikalala insisted that there was no other reason for the change.
In a statement on Tuesday, it unexpectedly announced that Pillay would move to the Economic Development and Tourism and Environmental Affairs portfolio (Edtea) and that Edtea MEC Nomusa Dube-Ncube would move to the Finance portfolio.
Pillay previously served as the MEC for Human Settlements and Public Works, while Dube-Ncube used to be the MEC for Cooperative Governance and Traditional Affairs.
At a hastily organized Zoom press conference, the prime minister said: “Timing is everything. In all facets and departments, we need a new approach to accelerate everything we do. Timing is being pragmatic in everything we do. “.
Redeployment
He said they were reallocating the MECs due to experience.
“We want to make sure we structure and align the functioning of the government accordingly. A person deployed must have experience, ensuring [that] implementation [is] on time and aggressively. “
Zikalala added that the media and the public were not informed of the reorganization because no new MEC were presented to the executive.
“He is not appointing a new cabinet. No one is coming from outside. We don’t think it should be a big ceremony.”

Zikalala added that the ANC was consulted on the initial swearing-in of the MECs by KwaZulu-Natal Chief Justice Achmat Jappie.
“The ruling party was sufficiently consulted and this comes from there.”
When asked if he had consulted with stakeholders in tourism or finance, he said he consulted with the Growth Coalition, a group that he said included businesses, the former provincial and the top 100 CEOs.
“We haven’t been since [an] individually. We lead on behalf of the ANC and we lead with the ANC. At the Growth Coalition, we agree that companies have a naming and electing role [its] own leaders. [For example] Those who lead in the Durban Chamber of Commerce is the mandate and responsibility of the business sector. “
“Who becomes the leader in a department or economic group, that is entirely the mandate of the prime minister in consultation with the ANC.”
He said that the environmental, tourism and business sectors were “with us.”
“They will never come and tell us to tell them who will be the head of camera. We work together on [the] Coalition for Growth level. “
