JOHANNESBURG – Communications Minister Stella Ndabeni-Abrahams said the government welcomes and will support new regulations from the Independent Communications Authority of South Africa (Icasa) that require operators and new applicants to comply with BBBEE status of level one for the duration of your license.
Ndabeni-Abrahams has detailed the changes to the entities in its portfolio.
She said a joint oversight forum, which she chaired, would ensure the implementation of the new priorities outlined by the president.
Ndabeni-Abrahams said the changes in her department were expected to create an environment for technology innovators and manufacturers.

“But they are saying, meet BBBEE level one status for the duration of your license. That means if you have spectrum and the license you have is for ten years, for ten years we hope you respect that black people in this country must be empowered and you must stay at that BBBEE level one. ”
And she’s ready for objections: “I wouldn’t be surprised if others wanted to fight it, but I want to make sure of one thing, that we will support the regulator in this case because it is our responsibility to make sure that the policies and regulations that we develop also serve the public interest “.
He said that while the chairmen of the boards of the entities would form their joint oversight forum, he will not assume the responsibility for governance in those entities.
Meanwhile, Ndabeni-Abrahams said that the corporatization of the Postbank was at the cabinet level and that it would soon go to Parliament.
The minister said that material developments in her department involved reconfigurations and mergers.

On the South African Universal Service and Access Agency (USAASA), which manages procurement for digital migration, the minister said that Sentech had been appointed project manager and that the December 2021 deadline for migration remained.
