Senior Police Arrested in R191m SAPS Contract Fraud

Cape Town – A senior national police officer was arrested during a pre-dawn raid on his home Monday morning in connection with a multi-million dollar police procurement contract, according to the Directorate of Investigations.

The official is the 13th defendant in the matter and is expected to appear in Palm Ridge Magistrates Court later Monday on the charges of corruption, fraud, theft and money laundering.

“His arrest and appearance are related to the supply of emergency alert equipment for the South African police services in 2017. The price of the contract and the exposure to the police treasury was R191 million. However, R65m was paid to the service provider, Instrumentation for Traffic Lawforcement (Pty) Ltd, ”said the Directorate of Investigations.

“A payment of 22 million rand was stopped at an advanced stage of the Investigation Directorate’s investigation into the matter.”

The other police officers and officers charged in this matter are: Former National Police Commissioner Khomotso Phahlane, Former Gauteng Police Commissioner Deliwe de Lange, Gauteng Deputy Police Commissioner, Brigadier General Nombhuruza Lettie Napo , Lieutenant General Ramahlapi Johannes Mokwena (Retired Division Commissioner), Brigadier James Ramanjalum and Major General Ravichandran Pillay, Colonel Thomas Dumas Marima, Sergeant Maetapese Joseph Mulaiwa. The civilians charged in connection with the matter are Judy Rose, Samantha Andrews, Vimpie Manthatha, and Instrumentation for Traffic Lawforcement (Pty) Ltd (represented by its director, Manthatha).

Former Chief Constable Phahlane has denied any wrongdoing and is contesting Ipid’s forensic report that pointed him out in the matter.
