CAPE TOWN – Municipalities that are still in operation are one step closer to being able to generate their own electricity provided they have settled their energy bill with Eskom.
This follows that the Minister of Mineral Resources and Energy, Gwede Mantas, published last week the amendments to the Electricity Regulations on New Generation Capacity.
It would allow reputable municipalities to develop their own power generation projects.
The city of Cape Town had gone to court on the matter.
The city’s executive director for energy and climate change, Kadri Nassiep, said he was cautiously optimistic at this stage.
“The city is still studying the content of the published regulations and I think the mayor will likely issue a statement regarding our response. But less than that, it is a step in the right direction, ”said Nassiep.
But Nassiep said there are still some unanswered questions.
“Some of them refer, for example, to the need for a feasibility study. There is no indication at this stage as to how long that process may take. And then the big question for me is the notion of financial capacity, what really constitutes a good financial situation for a municipality, ”he said.
