R47m alleged corruption case against businessman Thoshan Panday and former senior police officers suspended

Durban – Four people implicated in an alleged R47 million 2010 World Cup accommodation tender corruption case, including three former police officers, appeared in Durban Magistrates Court on Wednesday.

Businessman Thoshan Panday, former police colonel Navin Madhoe, former police officer Ashwin Narainpershad and former KZN provincial commissioner Mmamonye Ngobeni, who are all out on bail, said they were still being harmed by media reports ten years later.

Despite a concerted effort by the defense team to resolve the matter, Justice Vanitha Armu granted a postponement.

They are expected to return to court on December 17.

Independent Directorate spokesperson Sindisiwe Twala said the case relates to allegations of fraud and corruption regarding the accommodation of the KwaZulu-Natal Police Services for the FIFA World Cup.

“It is alleged that the defendant defrauded the South African Police Service by grossly inflating the prices of accommodation for members of the police during the 2010 FIFA World Cup. Furthermore, there were subsequent attempts to bribe a police officer and these they are a central component of the charges, “she said.

It is alleged that Panday was assisted by SAPS procurement manager Madhoe and Narainpershad in obtaining R47 million in contracts from SAPS Kwazulu-Natal, whose head at the time was Ngobeni.

Twala said the case was registered almost a decade ago, but that there have been obstacles as a result of the interference and delaying tactics.

Last month, the Pietermaritzburg High Court dismissed Panday’s request to review the former NDPP’s decision to reinstate the charges. He wanted the NPA to drop the charges.

The defense team was awaiting the exchange of the accusations.

NPA independent investigation advocate Talita Louw requested another postponement on possible extortion charges.

Narainpershad was taken to court after having recently had surgery.
