Joburg City Mayor Geoff Makhubo to Testify at Zondo Commission

Geoff Makhubo, the executive mayor of the city of Johannesburg, is expected to testify before the judicial commission of inquiry into the state capture accusations on Friday.

Advocate for the evidence leader, Matthew Chaskalson, told Supreme Court Vice President Raymond Zondo, who chairs the commission, that Makhubo would testify about donations to the ANC made by IT service management company EOH and by other companies, including Regiments Capital.

Makhubo was General Treasurer of the Greater Johannesburg Region of the ANC from 2008 to 2018.

“It was also MMC for finance when the city of Johannesburg signed two IT contracts with EOH … and will testify on its role in connection with those contracts,” Chaskalson said Monday.

“The last issue to be addressed in Mr. Makhubo’s evidence is his relationship with Regiments Capital, which is a 100% owner of Regiments Fund Managers, which won contracts to manage the sinking funds in Johannesburg,” said Chaskalson.

In 2006, Regiments Fund Managers, a division of Regiments Capital, won a contract to manage the City’s “sinking funds”.

By 2015, the Regiments had received an estimated R300 million in fees.

The AmaBhungane investigative journalism center previously reported how Makhubo’s firm, Molelwane Consulting, received a 10% cut in a controversial contract the Regiments won to manage sinking funds.

The post also said that one of Molelwane’s deliverables, and therefore Makhubo, was to “maintain … strategic relationships” with the City.

When the contract was signed, Makhubo did not hold any official position in the ANC or the City.

However, when he was elected, first as the ANC regional treasurer and then as the City’s MMC for finance, a serious conflict of interest arose, according to the publication.

AmaBhungane estimated that between 2006 and 2015, Molelwane Consulting had received R30 million.

Makhubo has appeared before the ANC’s Integrity Committee on allegations of wrongdoing involving the Johannesburg City Sinking Fund.

He previously said that he was acquitted of any wrongdoing by the ANC’s integrity commission, News24 reported.
