Tshwane MMC for Roads and Transport, Dikeledi Selowa, warned of scams at licensing centers targeting people who need learner’s or driver’s licenses, and those with outstanding fines.
The scammers posing as Tshwane city employees or pretending to have contacts at driver’s license testing centers that can speed up or bypass the processes, Selowa said in a statement.

In response to the reports of these incidents, Selowa shared information about the services at the licensing centers and how to avoid being misled.
“First, always avoid inquiries outside of the designated licensing office. Make sure you are dealing with an official and insist on getting the name of the official you are dealing with,” Selowa said.
“Second, do not make any payments without obtaining an official receipt or proof of payment.”
The MMC added that the Tshwane Division of Licensing Services did not offer driver’s license packages, was not affiliated with driving school operators, and did not issue learner or driver’s licenses without the required testing process having been successfully completed. .
“Next, avoid any offers from people presenting shortcuts or services to speed up any process.”
“The City has several platforms for you to execute your transactions in a way that does not expose you to scammers, such as the online reservation service.”
Selowa added that he should not be lured into paying more than he is supposed to.
These are the prices offered at the license centers in Tshwane:
- PrDP Request – R324
- Driver’s license renewals – R228
- Temporary Driver’s License Application – R72
- Apprenticeship License Application – R108
- Issuance of a learning license – R60
- Driving test application: light vehicle – R228
- Driving test application: heavy vehicle – R240
- Driving test application: motorcycle – R192
- Issuance fee for all driver’s licenses – R228
- Request for a duplicate learning license – R92
If information is received to the contrary, it is definitely a scam, according to Selowa, and even if the person you are dealing with is a City employee, any offer to circumvent the system amounts to bribery and corruption and you will become an accessory to the crime.
“If you have been the victim of any scam or corruption, you are advised to file a complaint with the South African Police Service,” he said.
