Forensic report clears Masukus of irregularities in PPE tender debacle

JOHANNESBURG – A forensic report finalized Thursday found that there is no evidence implicating the suspended Gauteng Health MEC Bandile Masuku, his wife and Joburg MMC Loyiso Masuku in any offense regarding the province’s personal protective equipment (PPE) tenders.

The report was compiled by Darryl Furman & Associates, who instructed Paul O’Sullivan & Associates, Forensic & Loss Control Consultants POAA to conduct a diligent search for evidence of crimes, such as fraud and / or corruption on the part of the Masukus.

However, the report notes that the MEC received an email from the department’s supply chain manager, which contained all the details of the supplier, including Royal Bhaca. Royal Bhaca is owned by her family friend and husband of Presidential Spokesperson Khusela Diko.

In response to the auditors’ questions to Masuku, claims that he did not open the attachment containing the details of the supplier, including Royal Bhaca, as his mailbox was flooded and he did not have “time to read all emails”

Meanwhile, a Business Day report on Thursday indicated that a preliminary report from the Special Investigation Unit placed Masuku in the middle of the procurement process, saying it was aware of the department’s irregular procurement processes.

Two weeks ago, the African National Congress (ANC) in Gauteng confirmed that its provincial executive committee (PEC) extended the leave of absence for the three senior members involved in irregular tenders for personal protective equipment (PPE) in the province.

The party’s integrity commission was given four weeks to investigate problems related to the award of a multi-million rand PPE tender by the Gauteng Health Department to Diko’s husband.
