Durban: The Municipality of eThekwini will introduce a new load shedding program for residents from October 2020 that will ensure fairness in the categorization of customers during load shedding and align the program with the new load shedding requirements biggest of Eskom going up to stage eight.

The new load shedding program, which will take effect from October 5, occurs in the context of the city acquiring software that will allow it to automatically operate the switching at the lower levels of its network.

This, according to the electricity department, will guarantee an “improved ability to bundle residential and commercial while ensuring a level of protection for its industrial clients, which are the main providers of employment in the region.”

Changes in the network, changes in customer demands, the inclusion of more stages, as well as the introduction of new technologies were the main driver of the time change, the city said.

“Now a better differentiation between residential, commercial and industrial customers is possible thanks to the implementation of advanced technologies. EThekwini Electricity will accomplish this by implementing load reduction through an automated software tool. This was not possible previously. In this new program, the blocks have been redesigned to meet current load shedding requirements. Switching to an 11 kV feeder level in the main substation can be accommodated, where possible. Therefore, residential customers embedded in certain categorized industrial substations can be removed from stage 1 and industrial customers in certain categorized residential substations can be included from stage 3 ”.

According to the city, the previous calendar had been inundated with customer complaints about its lack of fairness and justice when it comes to the removal of charges.

“Residential customers embedded in categorized industrial substations were not affected by Stage 1 load shedding, while industrial customers embedded in categorized residential substations were affected by Stage 1. Such incidents were deemed unfair to both customers . With the introduction of new technology, a higher degree of equity can now be achieved between customer groups. It must be taken into account that, as in the past, there will be discrepancies but now they will be considerably reduced ”.

The new schedule is designed from Monday to Sunday, 24 hours a day, 7 days a week for stages 1 to 8, from 6 a.m. to 10 p.m. (the impact period) and from 10 p.m. to 6 a.m. (the period of less activity).

The schedule is made up of 24 blocks, each scheduled for 2 hours and an overlap of 30 minutes to allow for change.

Blocks are numbered 1 through 24. Blocks 1 through 16 are largely residential and commercial customers and blocks 17 through 24 are largely industrial customers.

From Monday to Sunday, blocks 1-16 are included from Stage 1 and blocks 17-24 are included from Stage 3 onwards.
