The government has released a draft framework for the Risk Adjusted Strategy so that different sectors of the economy under Level 4 of the national closure will return to function as announced by President Cyril Ramaphosa.
In carrying out the Risk-Adjusted Strategy, the National Coronavirus Command Council (NCCC) and the Advisory Ministerial Committee on Covid-19 intend to phase in key sectors and priority areas with a view to deepening the fight against the pandemic , while rebuilding the economy.
Under Level 4, all Covid-19 health and safety protocols must be followed at all times, including adherence to guidelines for social distancing, sanitation and hygiene, and the use of appropriate personal protective equipment, such as Cloth face masks, as determined by the National Department of Health.
People can travel to perform and purchase services only when such services cannot be provided from the safety of home.
Under the relief of the blockage, the following will be allowed:

Any food product, including non-alcoholic beverages and animal feed;

The sale of cooked hot food, only for home delivery;

Toilet paper, sanitary napkins, sanitary tampons, condoms;

Hand sanitizer, disinfectants, soap, alcohol for industrial use, household cleaning products and personal protective equipment;

Baby and toddler care products;
-
Personal toiletries, including hair care, body and facial care, rolls, deodorants, dental care products;

Medical and hospital supplies, medicines, equipment and personal protective equipment;
-
Fuel and lighting, including coal, wood, paraffin, and gas;
-
Airtime and electricity
-
Hardware, components and supplies required by any qualified dealer only for the purpose of emergency home repair;

Hardware, components and supplies required by any entity dedicated to the provision of essential services for any project related to the supply of water, electricity or other essential services;

Components for vehicles undergoing emergency repairs where said vehicle is used by a person engaged in essential service work;
-
Chemical products, packaging and auxiliary products used in the production of any of these products;
-
Textiles needed to produce face masks and other personal protective equipment;

Winter clothing, bedding and heaters;
-
Children’s clothes;
-
Stationery and educational books;
-
Tobacco products;
-
Personal ICT equipment including computers, mobile phones, and other home office equipment
