“The guard of the car was lying on the grass and face down.

“We checked his pulse, but unfortunately he had none.

“We covered him up and called an ambulance, but he was dead,” Tappan said.

He did not want to speculate on the cause of death.

Videos circulating on social media showed young people singing and screaming in Caltex’s garage as others walked and ran along the beach.

“We had heard rumors that young people were planning such a party, but it is difficult to take action for such things when you do not know when or where they would happen,” he said.

“It was only when we noticed an unusually large number of youngsters along the beach at Summerstrand and Humewood that we realized what it was.”

He said the neighborhood watch had caught police when the situation quickly escalated.

“It was an unsettling sight.

“Many of them were very drunk and around 15 had passed out on the sidewalks, and some were being carried by their friends.”

District 2 Councilor Renaldo Gouws said he had received numerous complaints and videos about the incident.

“It is incomprehensible to me that the police or the subway police did not know that this event was taking place.

“It was a planned event and the fact that thousands of students were able to continue into the wee hours of the morning breaking bottles, urinating and drinking is incomprehensible,” Gouws said.

Police spokeswoman Sandra Janse Van Rensburg said a report would be released later.
