JOHANNESBURG – Public protector Busisiwe Mkhwebane found that the conduct of former Free State Prime Minister Ace Magashule and then MEC Mosebenzi Zwane in the Vrede dairy farm project amounted to mismanagement and improper action.

Mkhwebane released several investigative reports Monday at a press conference.
The multi-million dollar project was intended to help emerging black farmers, but it was later discovered that none of the funds were used, instead being transferred to bank accounts linked to Gupta.
Mkhwebane found that Magashule and Zwane failed to fulfill their oversight responsibilities under the Constitution.
The Public Protector also found that there was political interference in the project.
“The allegation that there was political participation in Vrede is well founded and the allegation that exco [executive council] The funds misallocated to guarantee Estina’s payment even after the Department of Agriculture canceled the contract is proven, ”Mkhwebane said.
