Durban businessman and former top cops indicted in higher court on corruption charges

Durban – Businessman Thoshan Panday, his co-defendants, former SAPS colonel Navin Madeo, Aswin Narainpershad and former provincial police commissioner Mmamyone Ngobeni have been charged with appearing in high court on corruption charges.

The decision to transfer his case to the Durban High Court was made today after an appearance before the Durban Magistrates Court on Thursday.

They are expected in Durban High Court on February 8.

Narainpershad did not appear in court because his son was said to have contracted Covid-19 and was in isolation.

Five other people, whose names were not released to the media, were also charged with appearing in court in February.

The matter is related to a R47m World Cup accommodation bidding scam with which they allegedly performed in concert.

Panday was released on 100,000 rand bail out of 100,000 rand. Madhoe and Narainpers had bail of 10,000 rand each, while Ngobeni was granted bail of 20,000 rand on 5 October.

Their bail conditions are that they do not leave KwaZulu Natal province, they hand over their passports to the Directorate of Investigations.

The defendants are alleged to have defrauded the SAPS by massively inflating the prices of police accommodation during the 2010 World Cup.

Furthermore, there were subsequent attempts to bribe a police officer and these are a central component of the charges.

It is alleged that Panday was assisted by the SAPS procurement manager, a Colonel Navin Madhoe at the time in SAPS, but has since resigned and another captain obtained R47 million in contracts from Saps in KwaZulu-Natal.
