Three children, two 10 and one 9, were found dead in a stormwater trench under construction in Hammanskraal on Saturday afternoon.
Tshwane city spokesman Thabo Mabaso said it was not yet clear what had happened, but added that there were heavy rains in the Tshwane area on Friday and Saturday.
The stormwater ditch was under construction at Tambo Extension 1, near the traffic department.
Mabaso said the children may have been playing in the area, but that the police investigation would focus on the cause of their death.
Paramedics declared the children dead.
“The scene has been turned over to the South African Police Service for a full investigation into how this tragedy occurred,” he added.
“The City of Tshwane offers its condolences to bereaved families and all those affected by the premature death of children.”
