NDZ Bulletin Regulations on Relaxed Alcohol Sales, International Travel

Sales of alcoholic beverages during the weekends are back and all international travel will resume, subject to the traveler presenting a valid certificate of a negative test that was obtained no more than 72 hours prior to the date of travel.

Liquor merchants and those in the hospitality industry can breathe a sigh of relief, as the new rules for trading, allowing them to return to fully licensed hours of operation, took effect immediately at midnight after midnight last night.

According to President Cyril Ramaphosa’s national address on Wednesday evening, the Minister of Cooperative Governance and Traditional Affairs, Dr. Nkosazana Dlamini-Zuma, announced the relaxation of some Blockade Level 1 regulations, starting Thursday.

Although the national state of disaster will last another month until December 15, the country is preparing to fully reopen the economy.

This is what you need to know:

  • The 18 land borders that were partially operational will be fully operational and the 34 land borders that were closed will remain closed.
  • Travel to and from the Republic is allowed, subject to regulations.
  • All international travel will resume, subject to the traveler presenting a valid certificate of a negative test that was obtained no more than 72 hours prior to the travel date.
  • In case the traveler does not present a certificate as proof of a negative test, the traveler will be asked to self-quarantine at his own expense.
  • International air travel is restricted to OR Tambo International Airport, King Shaka International Airport and Cape Town International Airport.
  • Daily travelers from neighboring countries who attend or teach in a school in the Republic will be able to enter
    and departure from the Republic, subject to compliance with the protocols related to the detection of Covid-19 and quarantine or isolation when necessary; the use of a mask; transport; and sanitation and social distancing measures according to the relevant health protocols in terms of safety and prevention of the spread of Covid -19.
  • All commercial seaports will be opened.
  • Small vessels will be allowed to enter seaports, in accordance with the health and border law enforcement protocols.
  • The sale of liquor in an establishment licensed for off-site consumption is permitted during authorized business hours, subject to the laws governing such licenses.
  • The sale of liquor is allowed in an establishment authorized for consumption in the place, subject to strict compliance with the curfew.
