CAPE TOWN – SABC and the Department of Communications want television licenses to be expanded to cover other platforms as well, including streaming services like Netflix.
The department said the current license was limited to television, but should also include other platforms where people consume content.
SABC and the department briefed Parliament’s Communications Committee on Tuesday on a number of issues affecting the business, such as television licensing and downsizing.
During the 2018/19 fiscal year, SABC generated 82% of its revenues from commercial activities and 15% from television licenses.
The broadcaster now wants to improve its license revenue and is targeting people who use devices such as tablets and smartphones and watch content other than SABC.
But this would require an amendment to the Broadcasting Law.
Communications Deputy Minister Pinky Kekana told Parliament that it was necessary to expand the television licensing regime.
“We’re not just watching TV, we also have other platforms where people are consuming content and all of those areas are where we can get TV license fees from those devices.”
He said the government’s audiovisual technical document also addressed the issue of advertising and how advertising regulations impacted the company’s finances.
