Former Free State Mining and MEC Minister Mosebenzi Zwane is back on the state capture commission to shed light on a scheme that caused the province to spend 600 million rand without an established acquisition process.

JOHANNESBURG – Former Free State MEC and Mining Minister Mosebenzi Zwane returned to the state capture commission on Monday afternoon to shed light on a scheme that caused the province to spend R600 million without an established acquisition process.
He confirmed that the province decided to use an advance payment system after meeting with contractors in Welkom.
The project paid 600 million rand to suppliers to purchase construction materials in violation of the Municipal Finance Management Act which stipulates that payment can only be made after the work has been completed.
Zwane said he signed a document approving the scheme because it was required for official reasons.
