“The only part of the document that was not plagiarized was the implementation plan, the projects to be implemented and the location of the projects to be implemented as part of the strategy.

“When this information came to the attention of the Prime Minister of our province, Mr. Mabuyane, he ordered an investigation to find out the matter and the circumstances that led to the plagiarism of the content of another document, which passed to the provincial government as ICT Strategy.

“When the plagiarism was confirmed by the investigation, on the instruction of Prime Minister Mabuyane, the strategy document was withdrawn from all government institutions where it was submitted as required by the government reporting and operating systems.”

The Daily Dispatch reported Saturday that an analysis of the Mabuyane and Howlin forewords in each document was revealing.

“The executive council has ordered the development of a new ICT strategy for the provincial government with due orientation and attention to the processes, document contents and teams working on the strategy to avoid a repeat of this shameful situation,” he said.

“Disciplinary measures will be taken against the people who plagiarized this document because plagiarism is an act of misconduct, dishonesty and, in this case, it has discredited the provincial government. The systems are being explored by the premier’s office to facilitate the collection of plagiarized documents. “
