Former KZN provincial commissioner Mmamonnye Ngobeni is appearing for the first time at the Durban Magistrates Court.

- They are accused of participating in a 2010 FIFA World Cup police accommodation tender scandal involving R47 million.
- Last week WhyHe could not be located and the NPA said he was at large.
In a case that has been ongoing for almost 10 years, former KwaZulu-Natal police commissioner accused of corruption, Mmamonnye Ngobeni, appeared before the Durban Magistrates Court in connection with allegations of fraud in the accommodation tender by the police of the R47 million FIFA World Cup.
Ngobeni together and a police officer, Ashwin Narainpershad, were on the other side of the law on Monday when they appeared before Magistrate Vanitha Armu.

Ngobeni was granted bail of 20,000 rand and Narainpershad bail of 10,000 rand.
The conditions of their release on bail prohibit them from leaving the province or country without informing the investigating officer and contacting witnesses directly or indirectly, and they have been ordered to surrender their passports to the investigating officer.

The two are among the four defendants in the rand billionaire bid fraud case: the others are former Pietermaritzburg insurance broker and millionaire businessman Thoshan Panday and Colonel Navin Madhoe.
How was the taxpayer allegedly scammed?
In 2010, as excitement around the Soccer World Cup grew, accommodation was needed for 530 police officers who were tasked with ensuring the safety of events.
By then, Panday had registered several businesses in his name and the names of close relatives.
His company, Gold Coast Trading, would become the main entity to win tenders worth millions from the KZN police department.

Madhoe and Narainpershad allegedly challenged normal acquisition processes, allowing Panday’s company to act as an agent to reserve police accommodation at inflated prices and receive other offers.
Madhoe reportedly approved tenders amounting to millions of rand, with the help of Narainpershad, who are accused of receiving bribes from Panday.
The alleged activity caught the attention of then-KZN Hawks Chief General Johan Booysen.
Ngobeni is alleged to have ordered Booysen to cease investigations into the matter. Booysen detailed these events in the Zondo commission in state capture charges in April of last year.
Ngobeni is alleged to have received bribes from Panday, including a birthday party for her husband.
