Former Free State Housing HOD Mpho Mokoena is giving details to the state capture commission on the contractors who landed lucrative deals from the R1 billion housing project.

JOHANNESBURG – Former Free State Housing HOD Mpho Mokoena claims that MEC Mosebenzi Zwane personally issued instructions for Rochelle Els to obtain contracts to build houses in Kroonstad.
He also said Prime Minister Ace Magashule wanted Els’ claims and payments to be expedited.
Mokoena is giving details to the state capture commission on the contractors who landed lucrative deals on the R1 billion housing project.
Other witnesses have testified that more than 500 million rand was paid before any work was actually done.
The vice president of the state capture president, Raymond Zondo, asked for clarity on Mokoena’s claims.
“Would Mr. Zwane come to you when the claims were filed and say, ‘You must expedite Mrs Rochelle Els’ claims because the Prime Minister has said they must be expedited?'”
“That is correct, yes,” Mokoena said.
ZWANE EXCEEDED MY AUTHORITY
Mokoena also said that Zwane had exceeded his authority as a MEC and interfered in hiring and managing staff.
He said he had informed Zwane that prepayment from suppliers who provided building materials was illegal even before the National Treasury pointed out that the transaction was flawed.
“Supply chain management, procurement is the HOD. When you talk about people management, it’s the HOD. So he was interested in all of those and I think he was doing it deliberately and I think someone was advising him.” .
Mokoena said it was ignored, and Zwane insisted that other provinces were doing the same.
