Updated level 1 lockdown rules for South African businesses, including wedding, restaurant and event venues

Tourism Minister Mmamoloko Kubayi-Ngubane has issued a directive providing greater clarity on the country’s move towards a level 1 blockade in the sector.

In the newsletter, Kubayi-Ngubane confirmed that weddings and other events are allowed under the level 1 lock, subject to existing health and safety regulations.

“Attendance at a venue for a wedding, exhibition or any other function is limited to 50% of the capacity of the place with a maximum of 250 people in an indoor place and a maximum of 500 people in an outdoor location,” she said.

He said that people who participate through electronic platforms are not included in these limitations and all hygienic conditions and physical distancing measures are met, in order to limit people’s exposure to Covid-19.

The tourism minister has also demanded that restaurants, exhibitions, weddings and other venues obtain a “certificate of occupancy.”

“The owner or operator of a restaurant, conference, meeting, wedding, exhibition or function venue, hotel, hostel, bed and breakfast, timeshare facility, resort, guesthouse or casino must show a certificate of occupancy that establishes the maximum number of people that the facility can accommodate,” she said.

Level 1 regulations

South Africa officially went into a level 1 lockdown at 0001 on Monday morning (September 21).

In addition to reopening of the country’s borders, an updated curfew, and ongoing restrictions around the sale of alcohol, the regulations also introduce new rules around meetings.

Updated guidelines include:

    • Meetings will be allowed as long as the number of people does not exceed 50% of the normal capacity of a venue, up to a maximum of 250 people for indoor meetings and 500 people for outdoor meetings;
    • The maximum capacity at funerals has been increased to 100 people;
    • Night watches are still forbidden;
    • The limits of places like gyms and recreational facilities have been increased to 50% of the total capacity;
    • The current restrictions on sporting events are maintained.
