JOHANNESBURG – As the African National Congress (ANC) prepares to start running before the 2021 local government elections, it has admitted that the state of local government raises serious concerns.

The special meeting of the party’s national executive committee (NEC) discussed issues related to service provision, financial mismanagement and mismanagement in various municipalities in the country, as noted by the auditor general and other reports.

While the ANC acknowledges that municipalities across the country are in shambles, the party’s NEC also said it signaled substantial progress in building a democratic development local government system and providing basic services to South Africans.

It has urged those deployed in local government structures to respect the distinction between political and administrative responsibilities so that only experienced and qualified officials are hired.

The auditor general’s report recently showed that municipalities remain poorly trained, a problem that explains the high rates of irregular spending and corruption, as noted.

In its plans for the 2021 elections, the party said its structures will have to identify popular and respected people to compete for votes in different districts, with other rules including a selection of criminal and disciplinary matters.
