The National Plan for Financial Aid for Students (NSFAS) has published a new offer for more than 700,000 laptops that he plans to gift to students for online learning.
The bidding documents, which were posted on the National Treasury website on Friday (September 4), state that the Covid-19 pandemic has created a significant amount of uncertainty about when students will be able to return to TVET universities and colleges. .
“Consequently, educational institutions have in the meantime adapted to the online teaching mode to ensure that the 2020 academic year has minimal disruption.
“To ensure that all students can access the online teaching mechanism, NSFAS aims to help ensure that students receive an appropriate electronic device in the form of a laptop.”
While TVET universities and colleges will determine the final number of students who are eligible for a learning device, the estimated maximum number of NSFAS students who may require a laptop is set at 730,000.
The tender describes the specifications required for these laptops as follows:
- A dual-core processor;
- 4 GB of RAM;
- A 500GB hard drive;
- 512 MB of VRAM;
- At least two USB ports;
- Windows 10 Professional National Academic (pre-installed).

NSFAS originally said so announced a tender on June 26 for the supply and delivery of student laptops funded by NSFAS.
After an evaluation and award process, it was established that an acceptable offer was not received, as the 150 tender proposals did not meet all the mandatory requirements according to the tender description, he said.
While the previous bidding process was ongoing, NSFAS did some preliminary work to ensure there are no further delays on this project, it said.
“NSFAS issued guidelines for TVET colleges and universities outlining the process institutions must follow to enable rapid processing and delivery of laptops to students. NSFAS has also organized consultation sessions with relevant stakeholders for alignment and concurrency.
“Once the service providers have been designated, the digital learning devices (laptops) will be delivered according to the new tender specifications.
“The sole purpose of this project is to provide access to digital remote learning for NSFAS-funded students, to ensure that no student is left behind. The successful implementation and completion of this project is of utmost importance and priority for NSFAS. “
