Laingvile residents believe that someone should be responsible for the murder of Leo William.
Community leader Thyrone William said his demands under the memo include that the station commander resign and that community members want answers.
The area was described as tense after Leo’s death.
Williams said that while they are aware that the Independent Police Investigation Directorate is investigating the matter, residents were concerned about the slowness of the investigation and that no arrests have been made.
“We ask the community today to do everything possible to remain calm, because this community no longer wants silence, it wants action, etc.”
Williams insisted that today’s rally was peaceful despite the heavy police presence.
Residents have given SAPS management seven days to respond.
