“The executive mayor has no authority to decrease the salaries of municipal staff,” said Mbengashe.
Claims that Mahlatsi was “doing” a doctorate on behalf of the mayor were equally false.
“The Executive Mayor is currently in the initial stage of preparing his research proposal for a PhD in Philosophy.
“At no time has any person authored or contributed to the content of the research proposal, including anyone who was reviewing or reviewing the material.
“The Executive Mayor has and continues to adhere to the institution’s code of student conduct,” said Mbengashe.
He said that in terms of Clause 16.3 of the CoE Collective Agreement on Disciplinary Procedure, Mahlatsi would be suspended with full payment and an internal investigation into the matter was currently underway.
The action came after Mahlatsi issued a public statement denying the allegations made against her by her former lover Katlego Mamabolo, chief director of Rectitude Private Prosecutions.
