1.5 million rand payday for ICASA councilors

President Cyril Ramaphosa has issued a directive determining the salaries of the president and trustees of the Independent Communications Authority of South Africa (ICASA).

The document was published on August 28, 2020 and retroactively defines the total remuneration of the appointed councilors and the president of the authority.

“I hereby determine that, effective April 1, 2019, the salaries and allowances of the President and trustees of the South African Independent Communications Authority shall be as set forth in the attached Exhibit,” said Ramaphosa.

Later, the schedules detailed the levels of payment, the position and the total remuneration of the directors of ICASA and the president of the authority.

According to the new directive, the ICASA president will now earn a total remuneration of R1,880,736, while the councilors will earn R1,486,878.

These remuneration figures are detailed in the following table.

Councilor Appointments

Dr. Keabetswe Modimoeng is the current acting president of ICASA, and his name was among four others who were recently appointed as directors of ICASA for the next four years by the Minister of Communications Stella Ndabeni-Abrahams.

The list of names includes Peter Zimri, who had previously worked at ICASA from April 2016 to June 2020.

The other appointments are former Independent Broadcasting Authority counsel, attorney Luthando Mkumatela, ICT policy and regulatory expert Yolisa Kedama, and Charles Lewis, independent ICT policy and regulatory analyst.

The directors will be appointed for a period of four years from the date of assumption of duty, said Ndabeni-Abrahams.

DA deputy Phumzile Van Damme said that Ndabeni-Abraham’s decision contravenes the Constitution, the ICASA Law, the Executive Members Law and the Powers and Privileges Law.

“The strange and illegal conduct of Ndabeni-Abrahams during the appointment process to fill six vacancies on the ICASA Council has been nothing short of shameful,” said Van Damme.
